The purpose of this study is to clarify and to analyse the current situation in Member States, European Economic Area and accession countries as regards their legal provisions and judicial and administrative practices on the use of digital means for the transmission and the preservation of information.

More specifically, the contractor shall analyse and describe the national regimes of civil liabilities of different economic operators and of the evidentiary value of electronic documentation, so as to identify potential obstacles to the electronic processing of declarations of performance under the Construction Products Regulation (305/2011/EU; the CPR).
