Call for Tenders: ENTR/09/006 - The Lead Market Initiative and Sustainable Construction

The scope of this call for tenders is to provide the European Commission with a holistic view of the national regulatory systems with respect to sustainable objectives and with a practical approach of how to appraise the administrative burdens of EU legislations on construction enterprises and related professional services:

  • lot 1 is intended to assess how the building regulatory systems have evolved so as to integrate sustainable development objectives and whether this process could become more cohesive at EU level with regard to the aims of the internal market. The action should outline a typology of the various building regulatory systems with respect to sustainability criteria, assess the coherence and efficiency of the systems, and identify the possible needs of coordination at EU level to consolidate the regulatory framework,
  • lot 2 is expected to develop a practical approach to ascertain the impact of EU legislation on the operation as well as the human and financial resources of construction enterprises and related professional services. The action should provide a number of case studies on a set of firms’ representative of the European construction sector and an identification of cost-effective measures which could reduce the administrative burdens involved.
