The first objective is to provide an analysis of developments worldwide relating to innovation theory and policy as a basis for evidence-based policy making at EU-level.

The second objective of this service contract is to provide an analysis of innovation drivers and barriers to innovation at firm level. The purpose of the analysis is also to support the process of evidence-based policy development.
