The study will consist of four tasks.

First, it will provide information about the state of national requirements in EU countries and EFTA countries (Iceland, Liechtenstein, Norway and Switzerland) for nurses responsible for general care, the minimum training requirements for which were harmonised under Directive 2005/36/EC. This will include information on the practical and theoretical training, as well as the knowledge and skills, required by general care nurses. It will include an analysis of each national healthcare system only to the extent necessary to explain national developments. The contractor is expected to take into account all relevant information and sources, including existing work in this area.

Second, the study will assess whether it would be appropriate, based on the developments in EU countries and their commonalities, to update the minimum training requirements laid down under point 5.2.1 of Annex V of the Directive and under Article 31(6) of the Directive, for which the European Commission was granted delegated powers under Articles 21(6) and 31(2) of the Directive, and to what extent.

Third, the contractor will be required to establish and maintain contact with national authorities and stakeholders throughout the study and build a common understanding on whether amendments to the Directive would be appropriate and if so, to what extent.

Finally, the study will provide a proposal for amendments to the Directive, should the assessment prove it appropriate.

The contractor will pay particular attention to the limits of the Commission’s delegated powers under the Directive.
