The aim of this multiple framework contract with reopening of competition is to provide the Directorate-General for Internal Market, Industry, Entrepreneurship and SMEs with an external pool of automotive safety expertise that can be consulted whenever needed.

The overall objective of the framework contract is to facilitate the procurement of total or partial studies and other services to support the European Commission's regulatory work in automotive safety. This includes proposals for new legislation, implementing and delegated legislation, and the revision of current legislation.

The contract will include all vehicle categories covered by EU type approval legislation (cars, trucks, motorcycles, tractors, etc.) and will help in the implementation of Regulation 2144/2019.

The specific services to be provided mainly consist of:

• producing research studies
• collecting data
• drawing up synthesis reports
• providing access to and analysis of publications and accidentology data within the domains covered by the framework contract
• providing input to research, for instance on the likely impact and/or effectiveness of specific policy or regulatory proposals
