The study’s objective is to determine the user requirements and use cases that would drive the development of QCI, in close cooperation with participating EU countries. Based on these requirements, the study should then provide the specifications of an overarching (high-level) system architecture for QCI composed of space-based and land-based solutions that are secure-by design and that would cover the entire EU.

The objective of QCI is to enable information and data to be transmitted and stored ultra-securely and to link critical public communication assets all over the EU.
