To this end, the contractor should gather evidence about the costs and benefits for companies, the authorities, society and the environment, in relation to REACH authorization.
The study should, in particular, include the benefits resulting from the substitution of Substances of Very High Concern (SVHCs) by less hazardous substances or technologies and/or from better control of risks where they continue to be used because alternatives are not suitable or available.
The study will contribute to the preparatory work for the REACH report 2017 and should be carried out taking into consideration the roadmap developed by the Commission for that purpose, as well as following the European Commission’s guidelines for evaluations. In this context, the study should provide insight on the effects of authorisation and identify unnecessary administrative burdens.
Some information on the impacts of authorisation was recently collected in the framework of the study 'Monitoring the impacts of REACH on innovation, competitiveness and SMEs'. While taking into consideration the input from that study, this service-contract should go deeper into specific cases, in order to:
- identify and quantify the effects of authorisation and how these are distributed among the involved parties, including SMEs
- quantify the costs triggered by a substance entering in the authorisation procedure
- quantify when possible and qualify the overall benefits of authorisation.
