The Contractor will need to research and provide the Commission with specific toxicological data as well as proposed EU-LCI values for a list of substances/compounds identified by the former EU-LCI working group and following the principle of the work done since 2011.  The Contractor has to provide the proposed EU-LCI values according to the procedures defined by the former EU-LCI working group and described in ECA report no 29.

Background

Since 2011 a group of experts from several Member States has been working on a harmonised procedure for establishing a list of compounds and their associated EU-LCI values (including consideration of carcinogens) for the evaluation of emissions from construction products based on sound toxicological and risk assessment principles and to establish EU-LCI values for compounds on the EU-LCI list.

In 2015, the European Commission decided to support the work of the EU-LCI working group (now the subgroup for EU LCI values of the Advisory Group – SG EU-LCI). The empirical approach, as well as the assessment of toxicological reports, will remain untouched by this arrangement. However, the Commission will finance a number of toxicological reports for a number of substances through this call for tenders.
