Technical Assistance related to assessing the competitiveness, innovation and SMEs impacts in the context of socio-economic analysis under REACH

REACH introduces a new dimension in assessing the proportionality of chemical risk management measures by introducing socio-economic assessment. This requires taking business impacts on European industry into account. However, since REACH was originally launched, far more elaborate methodologies have become available for such impacts assessment.

This study will analyse how available approaches - such as SME proofing and a competitiveness test (including modules of Commission impact assessment methodology), should be more fully taken into account in the socio-economic assessment used by the REACH framework. One mechanism to achieve this could be through updating REACH user guidance to include the desired outputs of the study. The expected result of the study is a set of additional tools to be used by the Commission and ECHA services engaged in the assessment of proposed chemical risk management measures.
