Policy preparation at the European Commission is supported by both retrospective evaluations and forward-looking impact assessments. These are key elements of the EU decision-making process that are designed to promote more informed political choices and contribute to better regulation.
Both look at how a problem is, or should be, addressed to achieve the desired objectives, taking into account costs and benefits. Both are based on an integrated approach that addresses impacts across the environmental, social and economic pillars and both rely on an in-depth economic analysis.
The overall objective of this framework contract is to facilitate the procurement of economic studies and other supporting services which will feed into the impact assessments and evaluations of the policies of the Directorate-General for Internal Market, Industry, Entrepreneurship and SMEs.
The main reference for this exercise will be the Better regulation guidelines and the Better regulation toolbox.
