24th COTER Commission Meeting

The 24th COTER Commission meeting will take place on Wednesday, 3 July in Brussels. COTER Members will discuss and vote the adoption of two opinions and exchange views on four other opinions.

 
Automotive regions urge better EU-wide monitoring of the transition impact to ensure fairness and competitiveness

To successfully navigate the phasing out from combustion engines, and the shift towards digitalisation, members of the Automotive Regions Alliance (ARA) called for an EU-wide "just transition monitoring programme" during a conference held with the European Commission on 22 May. Speaking two weeks before the European elections on 6-9June, local and regional leaders emphasised the need for a programme that effectively measures the risk, challenges and preparedness in Europe's automotive regions and that delivers a transition that just and fair for all and embedded in a strong Cohesion Policy.

 
Regions want safer cycling infrastructure to speed up the decarbonisation of transport

More widespread bicycle use requires more investment in safety and more efficient infrastructure, including separate cycle lanes, strict speed limits and better enforcement of traffic rules. This is the key recommendation of regions and cities, as set out in the opinion prepared by Arianna Censi (IT/PES), Deputy Mayor for Mobility in Milan City Council, adopted at the plenary session of the European Committee of the Regions (CoR) on 17 April.

 
Tourism and rural development

This study, developed in collaboration with the UN Tourism, analyses the interplay between tourism and rural development. It explores the challenges and opportunities for public authorities interested in boosting their rural tourism profiles and making tourism an effective tool for rural development. The study highlights the relationship between the Long-term Vision for Rural Areas and tourism policy and describes how to access funds to support such policy developments. It offers insights from the regions in Spain, Poland and Portugal, that successfully created new rural tourism strategies and puts forward recommendations how to realise the potential of rural areas and their tourism offer and how to give support to public authorities embarking on tourism transformation pathways.

State of play and future challenges of automotive regions

The purpose of this study is to identify how one could measure the preparedness of different European regions for the upcoming transformation of the automotive sector, as well as to suggest potential mitigation measures. The topic of a just green transformation is especially important in regards to the "Green Industrial Plan" announced by the European Commission, where it needs to be assessed for how the funds and regulations should be used. This study closely examines the five key performance indicators of the "Route 35 platform" of the European Commission into progress indicators on the regional and local level. The generic five KPIs could be complemented by additional KPIs that identify the vulnerabilities and preparedness of regions in the green and digital transition of the automotive sector. The current performance of regions of the EU shall be assessed, according to the previously established indicators. Additionally, proposals for potential actions to take for the badly affected regions are to be addressed.

CoR delegation in Montenegro to discuss EU accession progress

Members of the European Committee of the Regions (CoR) on 15 December travelled to Montenegro to discuss the implications of EU-related reforms on municipalities, particularly on the transport sector, and to listen to feedback on capacity-building support for local administrations.

 
Local leaders urge EU to prioritise health promotion

Local and regional leaders across Europe have called for a renewed focus on health promotion and prevention in response to the COVID-19 pandemic, rising prices, and the energy transition. In an opinion adopted on 29 November, the European Committee of the Regions (CoR) also urged the European Commission to re-evaluate the impact on health inequalities of factors like air pollution, water quality, and access to nutritious food.

 
The future of the EU's cohesion policy: the view of cities and regions

The European Committee of the Regions will on 29 November lay out its position on the long-term future of cohesion policy – the largest item in the European Union's budget – with recommendations that emphasise the fundamental importance of maintaining substantial regionally targeted support so that the EU's regions can address structural challenges such as climate change, digitalisation and depopulation.
