OCS for ECI

The Online Collection Software (OCS) software is a tool that has been initially developed to support organisers of a European Citizens' Initiative in the online collection of signatures. The tool streamlines both the data collection and its verification by the National Authorities.[1] 

While the OCS is currently used to collect signatures for organisers of European Citizens' Initiatives, as open source software it can be easily adapted by EU countries or cities to organise a consultation or any other kind of petition where requirements such as data protection, security and reliability are important. Moreover, the OCS could also be used for online voting. If you have questions on these possibilities, please contact DIGIT-ECI@ec.europa.eu.

A new version of the OCS (v.2.0.1) has just been launched. The new release improves the user experience with a complete redesign and a new look and feel of the front end.  Moreover, the new version implements responsive design (Angular 2, Bootstrap and Rest Services), making it fully compatible with mobile devices, adapting automatically to the type of device the citizen uses. 

Also, the interface of the OCS version now offers a shorter support process. The number of pages the end-user has to fill in before signing has been reduced from two pages to one. 

Out of all ECIs launched so far, three have collected more than 1 million signatures through the OCS each.

OCS has been developed with the support of the ISA² programme which promotes eGovernment solutions for public administrations, businesses and citizens.
