Software for online collection systems developed by the Commission

In order to help organisers build their online collection system, the Commission has developed open-source software.

This software provides all the basic functionalities to collect statements of support online through forms compliant with the Regulation on the citizens' initiative, securely store signatories' data and export the data to the competent national authorities. It complies with the Web Content Accessibility Guidelines 2.0 and prevents the submission of duplicate statements of support.

It can easily be configured for any proposed citizens' initiative as it enables organisers to upload all relevant information on their initiative from their organiser account on this website.

The software is available free of charge.

What does it consist of?

The software consists of a public interface and an administration interface:

The offline mode of the software enables organisers to prepare and test the system prior to starting the online collection. Organisers can test the software in this mode before requesting the registration of their proposed initiative with the Commission. This mode also enables organisers to prepare their system for the submission of their certification request to the competent national authority. To switch to the online mode and start the online collection, organisers must upload the certificate of their system and have received confirmation of the registration of their proposed initiative.

Why use this software?

Organisers who wish to collect statements of support online must build an online collection system which complies with the technical specifications laid down by the Commission Implementing Regulation (EU) No 1179/2011.

Compliance with the technical specifications is verified by the competent national authority(ies) to which organisers request the certification of their system before starting to collect statements of support online.

As a basis for building their system, organisers are free to use the software developed by the Commission or other software of their choice.

The Commission's software already complies with the relevant security and technical requirements, i.e. points 1, 2.3 to 2.7.2, 2.7.3 (a), (b), (d), (f), (h), 2.7.4, 2.7.5, 2.7.7 (b), (c), 2.7.8, 2.7.10, 2.12, 2.14, 3.1, 3.2, and partially points 2.7.3 (c), (e), 2.7.7 (a), (d), 2.8 to 2.11, 2.13, 3.3 of the Annex to Regulation (EU) No 1179/2011. Therefore, organisers who use this software will only need to ensure that other elements of their system (e.g. the hosting environment or the business process) comply with the relevant technical specifications (Points 2.1, 2.2, 2.7.3(g), 2.7.6, 2.7.9, 2.15 to 2.20.2, 3.4, and partially points 2.7.3 (c), (e), 2.7.7 (a), (d), 2.8 to 2.11, 2.13, 3.3 of the Annex to Regulation (EU) No 1179/2011).
The certification is thereby facilitated.

For testing the software, without needing to install it, use the Virtual machine following the instructions provided.
