Join the session on sharing and reuse of IT solutions in Paris

The European Commission is organising a session on "Sharing and Reuse: open, efficient and innovative public services" in Paris on 6 December 2017.  Its aim is to highlight and discuss some of the best practices in sharing and reuse of IT solutions across the EU. The event, held in English and French, will be part of the Paris Open Source Summit. 

The session will start with, Georges Lobo from the European Commission’s Interoperability Unit introducing the Sharing and Reuse Framework for IT Solutions. This document, published in April 2017, provides ten generic and twenty eight detailed recommendations on how to reuse, share or jointly develop IT solutions that meet common requirements and improve the interoperability of IT systems and services to increase quality and efficiency of public services.

Next, Stefano Gentile from the Joint Research Center's Intellectual Property and Technology Transfer Unit will present interesting features of the new version of the European Union Public Licence (EUPL 1.2) and the benefits of using it by public administrations.

Discussion with eGov experts

The presentations will be followed by the panel of experts on modernisation of public administration and representatives of leading organisations in this field. Among others, Sandra Chakroun, software engineer at France's state start-up incubator, Beta.gouv.fr, Tsvetanka Kirilova, representative of the Information Systems and Interoperability Directorate at Bulgaria's State e-Government Agency (SEGA), and Patrice-Emmanuel Schmitz, legal adviser at the Open Source Observatory (OSOR) will discuss how sharing and reuse of open soft software and shared services in the public sector contributes to open, efficient and more innovative public services.

France’s Secretariat-General for Government Modernisation is an example of how to boost public service innovation. Its Beta.gouv.fr and task force for open data, Etalab, use an agile approach to remove barriers in public administration and develop IT solutions with modern methods such as public hackathons.

Bulgaria’s State e-Government Agency (SEGA) shows how country-wide ICT-policies and central ICT services can be used to encourage public service modernisation.

Open Source Observatory is a community on Joinup for exchanging information, experiences and best practices around open source solutions for use in public administrations.

The European Commission's activities on sharing and reuse of IT solutions are part of the ISA² Programme.
