Relevance

1. Relevance at ISA programme level

The relevance criteria measures the extent to which an ISA action is contributing to the achievement of the strategic objectives (i.e. Focus Areas) mentioned in the EIS (European Interoperability Strategy). The assessment of the relevance criteria has been performed at two different levels:

  • Project Officers level by measuring the contribution of each action towards the EIS Focus Areas
  • Member States level by measuring the contribution of the 2 major ISA Clusters (Trusted Information Exchange & Interoperability Architecture) towards the EIS Focus Areas (FA.)

Note

  • The results obtained through surveys, launched on 25.11.2011, show a global alignment of the answers provided by the ISA project officers and the Member States.
  • The only major difference between the two sets of replies provided is the dispersion between each series.

2. Relevance per action

The bubble chart indicates the relevance results (X axis) obtained via the relevance survey, against the total allocated budget (Beginning of the year 2010 -> Beginning of the year 2015) for each action (Y axis). The size of the different bubbles is proportional to the number of objectives (Z axis) to which the action actually contributes. This chart only represents actions to which we already gathered relevance results from the different project officers, i.e. 72% of the ISA programme actions.

Note

The results obtained through the bubble chart can be split into 4 quadrants:

  • Group 1: Relevance below 9% & total allocated budget under 3000 k€: 77% of all actions currently identified for the relevance
  • Group 2: Relevance below 9% & total allocated budget over 3000 k€: 9% of all actions currently identified for the relevance
  • Group 3: Relevance over 9% & total allocated budget under 3000 k€: 14% of all actions currently identified for the relevance
  • Group 4: Relevance over 9% & total allocated budget over 3000 k€: 0% of all actions currently identified for the relevance
