Up by 0.1% in the euro area and stable in the EU compared with August 2024

Overview

In August 2025, compared with July 2025, seasonally adjusted production in construction decreased by 0.1% in the euro area and by 0.9% in the EU, according to first estimates from Eurostat, the statistical office of the European Union. In July 2025, production in construction grew by 0.5% in the euro area and by 0.9% in the EU.

In August 2025, compared with August 2024, production in construction increased by 0.1% the euro area and remained stable in the EU.

Production in the construction sector

Monthly comparison by construction sector and by Member State

In the euro area in August 2025, compared with July 2025, production in construction

  • decreased by 0.1% for construction of buildings,

  • decreased by 1.3% for civil engineering,

  • increased by 0.1% for specialised construction activities.

In the EU, production in construction

  • remained stable for construction of buildings,

  • decreased by 2.5% for civil engineering,

  • remained stable for specialised construction activities.

Among Member States for which data are available, the largest monthly decreases in production in construction were recorded in Romania (-26.2%), Hungary (-11.4%) and Poland (-4.0%). The highest increases were observed in Sweden (+4.2%), Czechia (+2.2%) and Bulgaria (+1.4%).

Annual comparison by construction sector and by Member State

In the euro area in August 2025, compared with August 2024, production in construction

  • decreased by 3.8% for construction of buildings,

  • increased by 2.6% for civil engineering,

  • increased by 2.0% for specialised construction activities.

In the EU, production in construction

  • decreased by 3.0% for construction of buildings,

  • increased by 1.0% for civil engineering,

  • increased by 2.0% for specialised construction activities.

Among Member States for which data are available, the largest annual increases in production in construction were recorded in Slovenia (+25.2%), Czechia (+17.0%) and Slovakia (+13.8%). The highest decreases were observed in Hungary (-13.6%), the Netherlands (-6.2%) and Poland (-4.9%).

Revisions and timetable

Data of previous months have been revised compared with those issued in News Release of 18 September 2025. The monthly percentage increase for July 2025 remained unchanged at +0.5% in the euro area and has been revised from +0.6% to +0.9% in the EU. The annual percentage increase has been revised from +3.2% to +0.7% in the euro area and from +3.6% to +1.4% in the EU.

Methods and definitions

The index of production in construction approximates the evolution of the volume of production within the sector, broken down into construction of buildings, civil engineering and specialised construction activities according to NACE Rev. 2 activity classification.

Seasonally adjusted euro area and EU series are calculated by aggregating the seasonally adjusted national data. Eurostat carries out the seasonal adjustment of the data for those countries that do not adjust their data for seasonal effects.

The monthly index as presented in this News Release is calculated only on the basis of the data of those countries reporting monthly data. Missing observations from Member States for recent months are estimated for the calculation of the euro area and the EU aggregates.

Geographical information

The euro area (EA20) includes Belgium, Germany, Estonia, Ireland, Greece, Spain, France, Croatia, Italy, Cyprus, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Austria, Portugal, Slovenia, Slovakia and Finland.

The European Union (EU27) includes Belgium, Bulgaria, Czechia, Denmark, Germany, Estonia, Ireland, Greece, Spain, France, Croatia, Italy, Cyprus, Latvia, Lithuania, Luxembourg, Hungary, Malta, the Netherlands, Austria, Poland, Portugal, Romania, Slovenia, Slovakia, Finland and Sweden.

Estonia, Greece, Croatia, Cyprus, Latvia, Lithuania, Luxembourg and Malta are not required to supply monthly data within 1 month and 15 days after the end of the reference month under Regulation (EU) 2019/2152.
