Down by 0.9% in the euro area and stable in the EU compared with December 2024

Overview

In December 2025, compared with November 2025, seasonally adjusted production in construction increased by 0.9% in the euro area and by 1.2% in the EU, according to first estimates from Eurostat, the statistical office of the European Union. In November 2025, production in construction fell by 1.5% in both the euro area and the EU.

In December 2025, compared with December 2024, production in construction decreased by 0.9% in the euro area and remained stable in the EU.

The annual average production in construction for the year 2025, compared with 2024, remained stable in the euro area and increased by 0.5% in the EU.

Production in the construction sector

Monthly comparison by construction sector and by Member State

In the euro area in December 2025, compared with November 2025, production in construction

  • increased by 0.9% for construction of buildings,

  • increased by 2.3% for civil engineering,

  • increased by 0.6% for specialised construction activities.

In the EU, production in construction

  • increased by 1.2% for construction of buildings,

  • increased by 3.9% for civil engineering,

  • increased by 0.9% for specialised construction activities.

Among Member States for which data are available, the highest monthly increases in production in construction were recorded in Hungary (+6.6%), Poland (+5.1%) and Slovakia (+4.0%). The largest decreases were observed in Austria (-9.2%), Slovenia (-3.2%) and Bulgaria (-2.3%).

Annual comparison by construction sector and by Member State

In the euro area in December 2025, compared with December 2024, production in construction

  • decreased by 3.3% for construction of buildings,

  • increased by 1.6% for civil engineering,

  • increased by 0.2% for specialised construction activities.

In the EU, production in construction

  • decreased by 0.7% for construction of buildings,

  • increased by 0.9% for civil engineering,

  • increased by 1.1% for specialised construction activities.

Among Member States for which data are available, the largest annual decreases in production in construction were recorded in Austria (-12.3%), Belgium (-4.3%) and Spain (-3.9%). The highest increases were observed in Slovakia (+11.6%), Slovenia (+10.2%) and Finland (+6.6%).

Revisions and timetable

Compared with the data issued in the News Release of 20 January 2026, the monthly percentage change for November 2025 has been revised from -1.1% to -1.5% in both the euro area and in the EU. The annual percentage change has been revised from -0.8% to -1.4% in the euro area and from -0.4% to -1.0% in the EU.

Methods and definitions

The index of production in construction approximates the evolution of the volume of production within the sector, broken down into construction of buildings, civil engineering and specialised construction activities according to NACE Rev. 2 activity classification.

Seasonally adjusted euro area and EU series are calculated by aggregating the seasonally adjusted national data. Eurostat carries out the seasonal adjustment of the data for those countries that do not adjust their data for seasonal effects.

The monthly index as presented in this News Release is calculated only on the basis of the data of those countries reporting monthly data. Missing observations from Member States for recent months are estimated for the calculation of the euro area and the EU aggregates.

Geographical information

Up to 31 December 2025, the euro area included Belgium, Germany, Estonia, Ireland, Greece, Spain, France, Croatia, Italy, Cyprus, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Austria, Portugal, Slovenia, Slovakia and Finland (EA20). From 1 January 2026, the euro area also includes Bulgaria (EA21).

The aggregate data series commented on in this Euro indicator release refer to the official composition of the euro area in the most recent month for which data are available. Thus, Euro indicator releases with data for months up to December 2025 comment on EA20 series, while releases with data for January 2026 onwards will comment on EA21 series.

The European Union includes Belgium, Bulgaria, Czechia, Denmark, Germany, Estonia, Ireland, Greece, Spain, France, Croatia, Italy, Cyprus, Latvia, Lithuania, Luxembourg, Hungary, Malta, the Netherlands, Austria, Poland, Portugal, Romania, Slovenia, Slovakia, Finland and Sweden (EU27).

Estonia, Greece, Croatia, Cyprus, Latvia, Lithuania, Luxembourg and Malta are not required to supply monthly data within 1 month and 15 days after the end of the reference month under Regulation (EU) 2019/2152.
