This article focuses on education and training statistics in the European Union (EU) and the Republic of Chile (Chile). It covers a range of subjects including expenditure, personnel, participation rates and attainment and gives an insight into the Chilean economy and society compared with the European economy.

Chile has a decentralised education system that is divided in four levels of education:

  • pre-school or early education;
  • primary education;
  • secondary school; and
  • higher education.

Whilst pre-school education for children up to the age of 5 is not compulsory, the national education system provides compulsory education for grades 1–8. Primary education lasts for 6 years from first to sixth grade, with the following two years (seventh and eighth grade) corresponding to lower secondary education. Children then enter four years of educación media or upper secondary education (defined as first to fourth grade of upper secondary education). Higher, or tertiary, education is received at universities, professional institutes, or technical centres [1]. Like other educational systems in South America, and contrary to the European calendar, the Chilean school runs from March to December, reflecting the seasonal differences between southern and northern hemispheres.

Main statistical findings

Educational expenditure

In 2011, 42.1 % of household spending was dedicated to school and higher education in Chile. Almost half of students attended ‘subsidised’ schools, where costs are split between the State and parents. Parents spent on average USD 400 per child per year, when at the same time the monthly minimum wage is USD 363. Only 15 % of spending on higher education comes from public sources, compared with an OECD average of 69 %. The ‘End copayment bill’ proposed by the Ministry of Education seeks to end the copayment/shared funding of schooling in order to increase access to education [2].

Public expenditure on education in general includes spending on schools, universities and other public and private institutions involved in delivering educational services or providing financial support to students. The cost of teaching increases significantly as a child moves through the education system, with expenditure per pupil/student being considerably higher in universities than in primary schools.

The education system in Chile comprises three types of schools: municipal, private subsidised and private non-subsidised. Municipalities administer schools through the Department of Municipal Education (the delegated administration corporations/bodies, receive resources channelled through the Municipal education departments), while private stakeholders manage both private subsidised schools and private non-subsidised schools.

Comparisons between countries relating to levels of public expenditure on education are influenced by differences in price levels and by the number of students. Figure 1 provides information on the level of public expenditure as a percentage of GDP and Chile’s figures ranged from 3.0 % to 4.5 % of GDP. This is a clear upward trend since 2007, with a small drop in 2011, it reached a maximum of 4.5 % in 2012. Data for the EU-28 highlight that spending levels were higher by almost 2 percentage points (pp) compared to Chile, and ranged from 4.9 % to 5.4 %.

Average public spending per pupil or student in education is related to GDP per capita as shown in Figure 2. This is similar to the relative size of public education expenditure compared to GDP, but is adjusted for the proportion of pupils and students within the whole population, meaning the share of the population on which that relative expenditure is focused. Comparing the public expenditure part of Figure 1 with that of Figure 2, one can see that the difference between EU and Chile is higher when the data is relativized by student. Public expenditure on education in the EU-28 as a percentage of GDP was highest in 2009, 2010 and 2011, with Chile also recording high rates for the same time period reaching their maximum level in 2012.

Since 2002, the highest ratio of government education expenditure in Chile was on primary education, followed by expenditure on secondary education. The lowest expenditure was on pre-primary education (Table 1). In the EU-28 the highest expenditure corresponds to secondary education as can be seen in Table 2. Public expenditure in education has been stable in the EU-28 from 2002 to 2012 throughout the various ISCED levels of education. In the EU-28 secondary education has always had the largest share, reaching almost the same percentage as the primary and tertiary level together. In Chile, during the same period, only the share of expenditure on secondary education showed a relative stability, while the share of expenditure on primary education has decreased and the share of public money spent on tertiary education has increased in the last decade.

School enrolment

The level of educational enrolment depends on a wide range of factors, such as the age structure of the population, legal requirements concerning the start and end of compulsory education, and the availability of educational resources. The earliest starting age of compulsory education among EU-28 Member States ranges from 4 to 7 years. The youngest age for completing compulsory education within the EU is between 14 and 18 years. The national education system in Chile provides compulsory primary education for students aged 6 to 13. Since 2003, attending four years of secondary education has been compulsory for students aged 14 to 17.

With the exception of Chile in 2008, the number of students enrolled in education has increased every year in the EU-28 and Chile since 2007 until 2011. In 2012 the EU-28 showed a 0.2 % decrease in the number of enrolled students, while in Chile the number continued to rise. In both the EU-28 and Chile the number of male students was higher than the number of female students. In 2012, the male/female student ratio was 1.010 in Chile and 1.004 in the EU-28. From 2007 to 2012, the difference between the number of boys and the number of girls in regular education increased in the EU-28 while the same ratio in Chile indicated a decrease in the number of boys compared to the number of girls in the same period.

In 2012 the share of pre-primary education in the EU-28 was 14.4 %, while the corresponding rate in Chile was 12.0 % (Table 4). Primary and secondary levels of education in the EU-28 added up to 66.9 % while it was 63.7 % in Chile. There were a relatively higher proportion of people in tertiary education in Chile than in the EU-28. In 2012 close to one in every 4 students (24.2 %) in Chile were in tertiary education, while the share in the EU-28 was 18.6 %.

Tertiary education

The levels of tertiary attainment in Chile have improved strongly over the last decade. When looking into the share of the population aged 25 to 65 with tertiary education in 2011, it appears that Chile has surpassed the EU-28 by 2.3 pp (Table 5) [3]. In 2011, 29 % of Chile’s adult population (aged 25–64) had attained a tertiary education qualification. The educational gap across generations was greater in Chile than in the EU-28. In 2011, Chile presented a 20 pp gap in tertiary attainment between young adults (aged 25–34) and older adults (aged 55–64).

Among younger people, 41 % held a tertiary education degree compared with the oldest Chilean generation (21 %). In the EU-28, over one third (34.2 %) of the population aged 25 to 34 held a tertiary education degree compared with 19.7 % for the oldest generation. In 2012, the gender gap over the generations is overall relatively small. Bigger differences appear only when taking a closer look at the age classes: tertiary attainment was higher for men than for women among the older generation (aged 55–64), both in Chile and the EU-28. By contrast, in the youngest generation (aged 25–34) women with a tertiary education surpassed men by 9 pp in the EU-28 and by 2 pp in Chile.

Analysis of tertiary students by sex shows that the share of female students enrolled in tertiary education in 2012 was higher than the share of males. This was similar for both, Chile and the EU-28. 58.9 % of EU-28 graduates in tertiary education were women, whereas the corresponding share of women in Chile was 56.0 %. That corresponded to a gender ratio (male/female) of 0.698 % in the EU-28 and 0.777 % in Chile [4].

A combination of social sciences, business and law was the largest field of study for both EU-28 and Chilean graduates (Table 6) although the concentration in these subjects was higher in the EU-28 than in Chile (34.7 % and 29.4 % respectively). Other differences between the EU-28 and Chile were in the ‘health and welfare’ and ‘education and training’ fields, where Chile had a higher share of graduates in 2012 than the EU-28. On the other hand, the EU-28 had a higher share of graduates in the fields of ‘humanities and art’ and also ‘science mathematics and computing’.

Numbers of teachers and pupils

In 2012, there were over 237 000 teachers and academic staff in Chile’s education system, with 85 % of them working in subsidised institutions and 15 % in private schools. Teachers in Chile’s public system earn less than other workers with a tertiary qualification. [5]

Additionally, 8.9 % of these teachers were employed in pre-primary education, 30.0 % in primary education, 10.1 % in lower and 20.2 % in upper secondary education, 21.7 % in tertiary 5A and 9.1 % in tertiary 5B respectively (Table 7). Teachers in pre-primary education do not include teachers from the government’s Nursery School Board (JUNJI) or the Integra Foundation (a private, non-profit institution that administers around a 1 000 kindergartens).

The number of teachers by level of education is not available for EU Member States. It should be noted that teachers working full time and part time at ISCED levels 1–3 in 2012, on average represent 2.7 % of the total active population in the majority of EU Member States [6]. By contrast in Chile, 237 000 teachers correspond to 3.0 % of the total active population.

Table 8 presents the pupil/teacher ratio for several education levels in Chile. These ratios are calculated by dividing the number of full-time equivalent pupils and students by the number of full-time equivalent educational personnel. In 2012, the average number of pupils per teacher was generally lower in tertiary education and higher in primary education. From 2002 to 2012 the pupil/student ratio in Chile has decreased in all levels of education (meaning less students per teacher) while in the tertiary level it has been fairly constant. In the Chilean pre-primary education there was 62 % decrease in the pupil/teacher ratio from 2002 to 2011.

In the EU-28, the average number of pupils per teacher was generally lower in lower secondary education (ISCED 2) than in upper secondary education (ISCED 3) (Table 9). The ratio was the highest for primary education (ISCED 1). From 2002 to 2012 the pupil/student ratio in the EU-28 decreased in primary and secondary education (meaning less students per teacher) while in the tertiary level it was fairly constant.

While the EU-28 and Chile have similar tendencies concerning the number of students per teacher, this indicator in Chile, in spite of the decrease in the primary and secondary levels, was higher than in the EU-28. In the case of primary education the difference in 2012 was around 6 students and almost 10 in secondary education. In what concerns tertiary education the figures were closer: 15.3 pupil/teacher in Chile and 12.8 in the EU-28.

Data sources and availability

The sources for the statistics in this publication are produced from the database of Eurostat for the EU-28 and from the UNESCO Institute for Statistics and the Chilean Ministry of Education for Chilean data. More specifically:

The main source of all data is the joint UIS (UNESCO Institute of Statistics)/OECD/Eurostat (UOE) questionnaires on education statistics, which constitute the core database on education. The UOE data collection is an administrative data collection that is administered jointly by UNESCO-UIS, the OECD, and Eurostat.

It should be noted that data on education are not available in the INE Chile database. The Ministry of Education updates its information in Chilean Yearbook, Compendio Education, 2013 also used for this publication.

Context

This statistical article was prepared jointly by Eurostat and by the National Statistical Institute (INE) in Chile, within the framework of the Memorandum of Understanding signed by both institutions in 2010.

The statistics refer to public and private, full-time and part-time education in the ordinary school and university system as defined in the international standard classification of education (ISCED). The statistics cover enrolments, personnel and expenditure.

The ISCED is used to define levels of education: tertiary education includes both programmes which are largely theoretically based and designed to provide qualifications for entry to advanced research programmes and professions with high skills requirements, as well as programmes which are classified at the same level of competencies but are more occupationally oriented and lead to direct labour market access.

The Republic of Chile has a decentralised education system that is organised into two levels, primary and secondary. The secondary level of education is a two-track system divided into four-year cycles. The first track teaches basic content with university methodology. The second track features content organised into subjects and more specific educational activities. Pre-school education is provided for children up to the age of 5 and is not compulsory.
