    Accelerating the green transition at a time of crisis: how to leave no one behind

    The green transition brings along costs and benefits in economic and social terms, and it will unevenly affect regions, productive sectors and population segments. The military aggression in Ukraine, which increases the urgency of the energy transition, is likely to accentuate this impact. What does it take to make this transition fair? How can fiscal policies support the most vulnerable? How do we tackle rising living costs? What role can taxation play? How should we adapt the labour markets? How can we address the skills mismatch without leaving anyone behind and what role can education play? How can we improve citizen participation and communicate effectively?

    Securing a future for Europe’s youth

    The already challenging situation of young people as a consequence of the 2008 economic crisis has been further worsened by the COVID 19 pandemic and will certainly be affected by the effects of the military aggression in Ukraine. All this with potential scarring effects, including risks of long-term unemployment, lower pay, insufficient pension contribution and exclusion. Do young people have to adapt to the labour market, or vice-versa? What policies would be conducive to an economic environment that responds to the needs of the young generation? What prospects are there in the EU for the many young refugees coming from Ukraine? What does the EU need to do in order to be a catalyst for intergenerational change?

    The macroeconomics of the green – and security – transition

    Russia’s military aggression against Ukraine is taking a terrible toll. The first duty of the EU is to show solidarity. But besides support to Ukraine and sanctions against Russia, what will be the consequences for the EU economy? How can we address the increasingly urgent need for a green transition, while at the same time investing in our common security? What impact will Russia’s aggression and the sanctions have on supply and demand, investments and consumption? What will be the role of public debt and fiscal policy? Will Europe emerge from this crisis with a new growth and investment model?
