The eInvoicing Building Block provides a set of services to help any user interested in electronic invoicing become compliant with the European standard on electronic invoicing (EN 16931). These services facilitate technical alignment, ensure semantic interoperability and promote consistent implementation across the EU. The sections below offer direct access to services and support mechanisms available through the European Commission. 

European Standard and Specifications 

This section provides access to the European standard on eInvoicing (EN 16931), which defines a common semantic data model for the core elements of an electronic invoice. It includes documentation developed by the European Committee for Standardization (CEN), such as syntax bindings (for UBL 2.1 and UN/CEFACT CII), validation artefacts, implementation guidelines and supporting specifications. The aim is to support Member States and solution providers in implementing legally and technically compliant eInvoicing solutions. 

eInvoicing Conformance Testing 

This page outlines the conformance testing service that helps organisations verify whether their electronic invoicing solutions comply with the European standard. It explains how to access the testing platform, test for compliance with either UBL or CII syntax, and understand the output of validation reports. Successful conformance testing allows solutions to be listed on the eInvoicing Conformance Solution registry, promoting transparency and trust in the ecosystem. 

eInvoicing Service Desk 

The Service Desk acts as the main support interface for all users of the eInvoicing Building Block. It handles requests related to conformance testing, onboarding, documentation, incident resolution and general queries. The page describes how to submit a support request, what types of issues are covered, and how incidents are managed and escalated where necessary. 

eInvoicing Knowledge Base 

The Knowledge Base is simply how all technical, operational and contextual documentation related to the eInvoicing Building Block is centralised. It includes user guides, FAQs, country factsheets, code lists, sample invoices, compliance documentation and references to relevant EU legislation. 

eInvoicing Stakeholders Onboarding 

This section presents the services and resources available to support new stakeholders who wish to adopt the European standard on eInvoicing. It includes information on the onboarding process, discovery and readiness assessments, awareness campaigns and technical workshops. 

eInvoicing Community Management 

This page describes the activities designed to engage and support the eInvoicing community. It outlines opportunities to participate in regular webinars, working groups, surveys and community events. Community management activities promote knowledge exchange, visibility of national progress, and alignment with best practices.
