The Expert Group on Blockchain Ethics (EGBE) consists of ten experts with backgrounds in blockchain technology, philosophy, computer ethics, and law. Their goal is to ensure that the European Blockchain Service Infrastructure is based not only on European soil, but also on European values. To achieve this, the group has produced a first set of official EU guidelines for blockchain systems, accessible below.

It represents a dedicated year-long collaborative effort by a panel comprising ten distinguished blockchain experts. The guidelines comprehensively address the following thematic areas:
