OOTS & EU DI Wallet Synergies and Interoperability Contact Group meets, March 2023

On 15 March 2023, the ‘OOTS & EU DI Wallet Synergies and Interoperability Contact Group’ met to discuss the topic of Power and Mandates in the context of cross-border identification using the European framework for digital identity (known as eIDAS).

The Contact Group was set up by Commission DGs GROW, CNECT and DIGIT to bring together the national experts from two committees working on the digitalisation of the European Single Market:

  • Experts on digital identity from the eIDAS Expert Group working on the future European Digital Identity Wallet (EUDI);
  • Experts on digitisation of administrative procedures from the Single Digital Gateway Expert Group working on the upcoming Once Only Technical System (OOTS).

The Once-Only Technical System is a technical framework for automating the discovery and sharing of the data required from citizens and businesses when carrying out cross-border administrative procedures such as changing address or registering a vehicle etc. The Once-Only Technical System is based on a fully decentralised architecture connecting European authentic data sources to the eGovernment websites of Member States so that data can flow between them without the need for the citizens and businesses to look for it on the internet, downloading and uploading it thereafter.

The Once-Only Technical System uses the current eIDAS network of notified national eIDs to simplify cross-border identification and authentication. In the future, the Once-Only system will also benefit from the European Digital Identity Wallet included in the ongoing revision of eIDAS.

The Contact Group works to maximise the benefits of the synergies between the Once-Only and EUDI projects. This proactive approach will not only save money but also result in a better user-journey for all citizens and businesses active across borders, who are seeking to make the most of the European Single Market.
