The second OOTS Implementers Café will provide participants with useful information about the reuse of eDelivery in the context of the Once-Only Technical System, by providing concrete examples from the Member States.

Along with technologies from other building blocks, such as eID, the Once-Only Technical System will reuse eDelivery access points to create a virtual secure network. eDelivery helps governments – as well as businesses and citizens – to exchange data and documents in a reliable and trusted way.

This event will also explain in detail what the OOTS Projectathons are and why they are useful for any team working on or interested in building part of the Once-Only Technical System.

The European Commission is oranising a series of Projectathons to help the national implementation teams from the EU Member States conceptualise, test and implement the Once-Only Technical System.

The OOTS Projectathons are events where different systems connect under one roof and perform a marathon of peer-to-peer interoperability and compliance tests in a structured environment for several days. The tests are supervised and verified by a neutral expert, who volunteers to act as Monitor.

Currently, the projectathons are expected to take place in April, June and October 2023.

Speakers

Bogdan Dumitriu is the project officer in charge of eDelivery in DIGIT, responsible for the building block's technical specifications, sample implementations and various services. He moved to DIGIT in 2019 as a policy officer after having previously worked in DG Justice and Consumers to support the implementation of e-CODEX. Prior to joining the European Commission in 2012, he worked for six years as a software developer. Throughout his professional career, he participated in several small- and large-scale IT projects either in a technical, managerial, policy or – most often – mixed capacity.

Maarten Daniels (EC-DIGIT-EXT) has more than 18 years of ICT experience and has been working at DIGIT on the e-PRIOR, e-TrustEx, CEF eDelivery and SDGR OOTS projects as a business analyst, with a strong focus on analysis, architecture, technical design, security, quality and test management, user on-boarding and helping Member States implementing the solutions of the various projects.
He has gained sound expertise in the technical aspects of the solutions and their underlying international standards and additionally was able to combine that with a thorough business modelling and analysis expertise.
Currently he is the editor of the testing and deployment sub-group and in that context is one of the drivers behind the Projectathons.

Thomas Fillis is a consultant in DIGIT working on the Once-Only Technical System. Prior to joining DIGIT, Thomas worked in the European Parliament as well as in the private and not-for-profit sectors. A native of Liverpool, he has certifications from Universities in the UK, Germany and the Netherlands.
