eDelivery is experiencing increasing adoption across various EU digital ecosystems. Three ecosystems previously under preparation have transitioned to production this year:

  • The Central European System of Payment Information (CESOP), . It is a DG TAXUD-led initiative aimed at combating VAT fraud. CSOP uses eDelivery for the secure transfer of large datasets between Member State tax authorities and DG TAXUD. The first successful transfer, involving gigabytes of data, took place in April 2024.
  • Union Database of Biofuels (UDP) was introduced in November 2023.
  • Transparency Register. It is an inter-institutional communication channel between the European Commission and the European Parliament.

The European Commission monitors eDelivery adoption through internal and public dashboards. There is no formal qualification process for inclusion; projects are added as they are discovered or reported.

The eDelivery team encourages national authorities to share information about existing eDelivery projects to enhance monitoring and promote broader adoption. A dedicated webinar is planned for December to showcase eDelivery use cases and foster knowledge sharing.

eDelivery in data spaces

eDelivery plays a crucial role in the EU's Common European Data Spaces initiative, ensuring secure and interoperable data exchange across various domains. It aligns with the Data Spaces Support Centre's blueprint for data space creation and contributes to building a future-proof, scalable data ecosystem. eDelivery is being integrated into various data spaces, notably:

  • Once Only Technical System (OOTS). This first European data space is live since December 2023.
  • HealthData@EU. This pilot is currently undergoing testing for National Contact Point data exchange with eDelivery being used for communication between national points and central EU services.
  • European Mobility Data Space (EMDS). Currently under discussion for potential implementation, building on existing eDelivery-powered ecosystems in the mobility sector.

eDelivery Building Block

eDelivery is a Building Block that provides technical specifications and standards, installable software and ancillary services to allow projects to create a network of nodes for secure digital data exchange.
