Description

On 26 January 2023, the European Commission is organising a webinar offering a practical guide to using the eDelivery building block as a core part of the Once-Only Technical System.

The Once-Only Technical System is a technical framework for data sharing. As of the end of 2023, citizens and businesses will be able to request official documents (known as “evidence”) to complete administrative procedures allowing people to study, work, live and retire in other EU countries.

The Once-Only Technical System will reuse eDelivery to create a virtual secure network, establishing cross-domain and cross-sector interoperability across the EU.

eDelivery provides technical specifications and standards, installable software and ancillary services to allow projects to create a network of nodes for secure digital data exchange. By building with eDelivery, public and private organisations from different sectors can easily create a safe and interoperable channel to transfer documents and data among each other over a public or private network.

Speakers

Bogdan Dumitriu is the project officer in charge of eDelivery in DIGIT, responsible for the building block's technical specifications, sample implementations and various services. He moved to DIGIT in 2019 as a policy officer after having previously worked in DG Justice and Consumers to support the implementation of e-CODEX. Prior to joining the European Commission in 2012, he worked for six years as a software developer. Throughout his professional career, he participated in several small- and large-scale IT projects either in a technical, managerial, policy or – most often – mixed capacity.

Cosmin Baciu is the chief architect of the eDelivery project and ebMS3/AS4 expert, responsible for designing and overseeing the technical architecture of all eDelivery products and services in DIGIT. He started to work in DIGIT in 2016 as a software developer of the Domibus product and later on its technical leader.

Throughout his professional career, he was actively involved in software requirement analysis, architecture and development phases of projects ensuring adherence to the required standards. He has a strong educational background and he is passionate about architecture and Java-related technologies.
