Italy becomes fifth Member State to publish evidence types

Since the Once-Only Technical System’s go-live at the end of 2023, EU Member States are onboarding their national competent authorities to the system. These are the bodies who will request and provide the data exchanged through the Once-Only Technical System.

The Once-Only Technical System saves EU citizens and businesses time and money by allowing the automatic exchange of official documents and data between the ‘competent authorities’ that issue this data and the public body requesting the data.

An important element within the Once-Only Technical System are evidence types. Evidence can be different kinds of proof a public authority requires for completing administrative procedures, such as proof of residence, a certificate of registration, or a diploma.

As mandated in the Single Digital Gateway Regulation (SDGR), the Once-Only Technical System covers online procedures in the scope of several legal instruments, namely the 21 procedures listed in Annex II of the SDGR as well as the procedures provided for in Directives 2005/36/EC, 2006/123/EC, 2014/24/EU and 2014/25/EU. These procedures range from the submission of an income tax declaration to registering a motor vehicle and claiming pension benefits.

EU Member States are currently defining which procedures require the exchange of evidence across intra-EU borders and which specific evidences they require to complete them (known as evidence mapping).

Italy has become the fifth Member State to publish evidence types, joining Slovenia, Germany, the Netherlands and Austria. Its publication of the following evidence types – Birth certificate, Residence certificate, and Citizenship certificate – brings the total number of evidence types available to 13.

The goal is less bureaucracy when moving to or doing business in other EU countries. For example, let’s assume you own a company in Slovenia and would like to notify this business activity in Germany. To complete this procedure, you need to provide evidence which proofs the existence of your company. With the Once-Only Technical System, you can request to retrieve this evidence directly from the responsible competent authority in Slovenia and use it to complete the procedure with the German authorities. Thereby, you no longer need to manually search for, verify, retrieve and resubmit the evidence.
