Pre-notification
To begin the process of notifying an eID scheme, a Member State must, at least 6 months prior to the intended date of notification, submit to the European Commission and the other Member States a set of information about that eID scheme. This will provide input to the peer review process, allowing the eID scheme to be assessed against the quality and security requirements laid out by the EUDI Framework.
At a high level, the steps of the procedure include:
The Member State creates a pre-notification
The Member State communicates the Member State contact points that will take part in the peer review
The information that should be communicated includes:
- A description of the electronic identification scheme, including its assurance levels and the issuer or issuers of electronic identification means under the scheme
- The applicable supervisory regime and information on the liability regime
- The authority or authorities responsible for the electronic identification scheme
- Information on the entity or entities which manage the registration of the unique person identification data
- A description of how the requirements set out in the implementing acts referred to in Article 12(8) of the EUDI Framework (regarding the interoperability framework) are met
- A description of the authentication referred to in point (f) of Article 7 of the EUDI Framework, which refers to the availability of online authentication
- Arrangements for suspension or revocation of either the notified electronic identification scheme or authentication or the compromised parts concerned
