Peer review


Based on the material submitted by a Member State during pre-notification, other Member States may initiate a peer review of the to-be-notified eID scheme, via the Cooperation Network. The peer review is concluded with a formal opinion on the scheme by the Cooperation Network, indicating whether or not it meets the required standard. 

Roles and responsibilities

European Commission: Will support the peer review process by maintaining the tools and procedures necessary for its completion.

Cooperation Network: Will provide the forum for designated Member State contact points to conduct the peer review. Each peer review will typically feature the following roles:

  • Coordinator - Provides strategic oversight, dealing with the notifying Member State and the European Commission in case a solution cannot be found at Rapporteur level.
  • Rapporteur - Leads a working group of three to five experts (Active Members) to identify a set of relevant questions for the notifying Member State. There will be one Rapporteur per topic.
  • Active Member -  Helps to generate questions and feedback to the Rapporteur, and contributes to the authoring of the working group's chapter.
  • Observer -  Follows the workings of the relevant working group/s, reviewing draft documentation and ensuring the work is being performed correctly.

High level process

  1. Participants choose review group(s) & appoint group Rapporteur
  2. Collect questions for peer review & liaise with notifying Member State
  3. Drafting of the report

  4. Review and feedback to authors

  5. Provide Opinion
