Council Decision of 27 November 2009 has designated 2011 as the European year of voluntary activities promoting active citizenship. The overall purpose of the " European year of volunteering" is to encourage and support the efforts of the European Union, the Member States, local and regional authorities, to create conditions conducive to volunteering in the European Union and to increase the visibility of voluntary activities in the EU.
This call for proposals is based upon the above Council Decision.
The purpose of this call is to support one or two flagship projects per Member State, which will receive a grant from the European Commission, in order to test and develop new and innovative schemes and approaches with a view to build long-term partnerships between civil society organisations operating in the area of volunteering.
Proposals must comply with the provisions set out in the text
N.B. For the purpose of this call, organisations submitting project proposals will be referred to as "applicants". Successful applicants will be called "beneficiaries".

For staff costs the maximum 30% of eligible costs applies only for the consolidated budget of the proposed project and not for each individual beneficiary's budget.
Therefore, in DETAILED BUDGET - BREAKDOWN BY BENEFICIARY, I. EXPENSES, A. ELIGIBLE DIRECT COSTS, point 1. of the Application Form should read: Staff costs instead of Staff costs (max 30% of total eligible costs).
