Tripartite opinion on individual learning accounts

The tripartite Advisory Committee on Vocational Training (ACVT) adopted on 16 August 2021 an opinion on individual learning accounts.

The ACVT opinion sets out a shared vision of governments, trade unions and employers' organisations from EU Member States on the upcoming Commission initiative on individual learning accounts. 

The opinion stresses that the initiative could contribute to more engagement, motivation and participation of adults in education and training and it highlights the need to improve access to relevant and better-targeted training provision.

At the same, it points out that individual learning accounts should complement rather than replace existing employer or government funded and/or social partner driven training provision.

Background

The Advisory Committee on Vocational Training was established by  Council Decision 63/266/EEC and has the task of assisting the Commission in implementing an EU vocational education and training policy.

The Committee’s opinion on individual learning accounts feeds into the Commission’s proposal to be presented later this year on a Council Recommendation on Individual Learning Accounts, as set out in the European Skills Agenda
