EAfA Member Spotlight: PIMEC

There is plenty to gain by becoming a member of the European Alliance for Apprenticeships (EAfA) and making a pledge! The EAfA Member Spotlight is a series of interview articles that highlight the hard work of Alliance members and how their pledges contribute to supporting quality and effective apprenticeships.

We interviewed a representative from the Union of Small and Medium Enterprises of Catalonia (PIMEC), a committed member of EAfA. PIMEC is actively engaged in fostering apprenticeships and vocational training opportunities to address labour market needs. Read on for a glimpse into their pledge and the initiatives that align with EAfA objectives. 

How did you first hear about EAfA and why did you decide to submit a pledge? 

PIMEC first learned about EAfA in 2020, through social media and contacts within our internal network related to projects (both European and national), and we have been members since then. We submitted our pledge because we believe in enhancing the image and quality of apprenticeships. We see them as crucial in addressing the real needs of companies and in resolving the mismatch between supply and demand for skills. 

Can you briefly describe your pledge and which EAfA objectives it relates to? 

In our pledge, PIMEC's actions align closely with the goals and efforts of the EAfA. 

Firstly, our organisation develops activities to enhance apprenticeships' supply and quality. We achieve this through creating tools, programmes, and guidance, and by participating in European projects. Some examples of these activities are studies PIMEC conducts in this field, producing relevant reports that provide real data on the situation in various sectors and regions. Here is an example of the outcome of one of our studies related to vocational training.  

We are also involved in developing the BAROMETRO tool by occupations, an online instrument that allows tracking the evolution of skills and competencies across different occupations and sectors. All of these aids help us to identify the genuine needs of the labour market. Subsequently, we address these needs by developing the skills of potential workers and keeping them updated with changing realities. PIMEC emphasises the importance of raising awareness about these needs and guiding our partners through this process. 

Additionally, we're involved in several projects, both national and European. These projects aim to improve the quality of training for workers in specific sectors, particularly those related to internationalisation, digitalisation, and sustainability. These fields hold exponential importance. PIMEC particularly emphasises dual vocational training's importance, which allows educational institutions and companies to act as training entities. Through various networks, we raise awareness and advocate for these issues, thereby giving visibility to vocational education and training (VET) and apprenticeships. 

An example of our participation in European projects is the Erasmus+ Craft&SMEs VETNET, which aimed to foster the creation of networks and partnerships among vocational education and training providers at both national and transnational levels to collaborate on improving the quality, efficiency, impact, and relevance of VET. We have also been part of the Erasmus+ project AppIntern team, which aimed to facilitate alignment between supply and demand through a unified platform connecting vocational schools or entities, students, graduates, and companies, thereby enhancing the match between supply and demand. 

Our institutional-level contributions extend beyond promoting dual training solely within the VET system. We're also actively involved in advocating for dual training within the university system. For instance, we spearheaded the 2023 pilot project 2023 ‘United Tutoring’ in collaboration with the guild of installers. This project underscored the necessity of establishing organisational structures to facilitate dual training in small and micro companies. 

Additionally, we organise conferences and meetings between VET centres and companies. Notably, we've hosted the first and second Congress on VET. These endeavours are geared towards emphasising the importance of VET and dual training, especially in tailoring training to suit workplace demands and acknowledging companies' crucial role in training. 

All of these actions align with several EAfA objectives, including increasing apprenticeships' supply, improving their quality, enhancing their image, and supporting the green transition. 

Which fields does PIMEC offer apprenticeships in? 

PIMEC coordinates the Training and Employment sector internally, consisting of CEOs from various training centres such as VET and language institutions. This group collaborates directly with information from public administrations associated with apprenticeships and Catalonia's continuous training system. 

As a result, all updates are promptly communicated and implemented by VET providers, enhancing apprentices' learning experiences. Furthermore, through various European projects managed by the PIMEC Labour Area in collaboration with other EU members, we also advocate for apprenticeships and foster synergies between countries (specifically Italy, Greece and Belgium) in this area. 

How has EAfA membership helped PIMEC to facilitate regional collaboration and partnerships across Europe? 

EAfA offers the opportunity to contribute and participate actively in many events related to Vocational and Educational Training. Simultaneously, it promotes a network amongst stakeholders across Europe.  

How has PIMEC contributed to EAfA activities? 

PIMEC is contributing to EAfA's goals related to VET and skills. Moreover, EAfA offers PIMEC the opportunity to participate in their activities, strengthening new alliances between European agents. 

How have you promoted EAfA membership to your PIMEC members? 

We have done this by taking collaboration into account in the promotion and dissemination of our events, by referring to the EAfA and promoting EAfA’s campaigns amongst our members. We also enhance our participation in EAfA by posting on our social media channels about our assistance in various events and offering the opportunity to provide further information to interested parties. 

Since submitting a pledge, what activities has PIMEC undertaken to achieve the EAfA objectives in their pledge? 

PIMEC is managing several EU projects and organising numerous events related to VET and skills. These initiatives align with the objectives outlined in our pledge. 

Do you have any standout stories to share about apprentices who have successfully completed an apprenticeship? 

During 2023, PIMEC promoted a dual VET project which established a new role, a tutor, who coordinates apprenticeships in the field of renewable energies. With this project, PIMEC gave students the opportunity to learn in the workplace, as well as in their training centres, promoting their employability. 

Why should other organisations join EAfA and submit a pledge? 

Participating in EAfA enables organisations to contribute to addressing skills mismatches, reducing youth employment and supporting lifelong learning. By supporting apprenticeships, organisations can play a vital role in developing a skilled workforce that meets the needs of the labour market. 

Joining EAfA and submitting a pledge offers organisations the opportunity to collaborate with stakeholders, access resources and best practices, enhance visibility, influence policy and contribute to skills development and economic growth in Europe.
