Tallin Summer School of Cyber Diplomacy 2023

The five-day event was intended for diplomats shaping the challenging agenda of international cyber policy and for government officials interested in cyber topics.
Participants had the opportunity to learn and discuss about the opportunities and challenges brought by rapid digital developments, the interlinkages between digitalization and cybersecurity, the rights and duties of states in cyberspace, Internet freedom and security concerns, as well as operations and crisis response in cyberspace. Cyber diplomats and internationally distinguished cyber experts from the private sector, academia, and civil society were the speakers of the Summer School.
Half of participants were coming from INTPA partner countries. To ensure a sustainable and secure digital transformation for EU partners, it is key to equip them with the appropriate tools, enabling them to be responsible cyber actors, while addressing the challenges and threats present in cyberspace. The Tallin Summer School of Cyber Diplomacy can be seen as a valuable step in this direction.
The event was funded by INTPA within the Multilateralism and Digitalisation programme, and organised in conjunction with the Ministry of Foreign Affairs of Estonia, the e-Governance Academy (eGA), and the Estonian Center for International Development (ESTDEV).
