Lisbon has set the ambition to become a "city of neighbourhoods", in which everyone can go about their daily life on foot or by bike, not taking more than fifteen minutes on most routine trips.

This vision of sustainable mobility took on greater prominence with the covid-19 pandemic: it was necessary to scatter movements, both in space and time, and extend pedestrian space. Lisbon thus gained about 20 new km of bike paths and an additional 20 is under construction.

A program to support the purchase of private bicycles was also created. By 2020, €600,000 were already been allocated in grants to support the acquisition of 3,305 bicycles.

A few stats collected by the university/research group (IST/CERIS):

  • Bicycle use grew by 25% from 2019 to 2020;
  • There are more women riding bikes, with a 26% increase;
  • There are more cyclists using their own bike (+8% than the previous year);
  • The proportion of electric bicycles skyrocketed in 2020, reaching 17,5% of private bicycles;
  • About 5% of cyclists are couriers, more than doubling compared to the previous year;
  • The use of scooters decreased by 35% compared to 2019.
  • 38.6% of the scooters are now private (relative to 16,5% in 2019).
  • 16% of scooter users are women.
