The Strategy proposes a series of actions across six thematic areas, including the right of children to realise their full potential irrespective of their social background, to be free from violence, and to child-friendly justice. The European Child Guarantee aims to break the cycle of poverty and social exclusion by promoting equal opportunities through guaranteed access to a set of key services for children in need. Over 22% of children in the EU were living in households at risk of poverty or social exclusion in 2019.
