To benefit from eGovernment services, businesses and citizens need to have very high speed internet access. online services are increasingly complex and require downloading/uploading documents. Without reliable internet connections, citizens and business will revert to paper, as a reliable and time-proof solution to access their services. in addition, as they are not used to accessing government services online, they are unlikely to discover the existence of additional or complementary services they may also perform online.

High speed wired or wireless internet access should be a right not a privilege, because without it there will be pockets of exclusion from the economy of the future. A man on the moon type of project over the internet will enhance the chances of universal high speed internet access tremendously. This project could be an internet citizen polling system. High quality connectivity is increasingly important. As you also point out, the full economic and social benefits of the digital transformation will only be achieved with widespread deployment and take-up of very high capacity networks. The Commission presented in September 2016 connectivity package with the aim to achieve faster and higher quality connectivity for all Europeans with the ambition to create a Gigabit society by 2025. Investment in high capacity networks in a competitive environment and ensuring a wide-spread take-up of those networks is one of the primary objectives of the proposed new regulatory framework, the European Electronic Communications Code.

 

In the future, as public services are increasingly going online, public administrations will need Gigabit connectivity to provide seamless services to many citizens and businesses in parallel. An objective of the Communication on Gigabit society is that in 2025 all European households, rural or urban, will have access to Internet connectivity offering a downlink of at least 100 Mbps. All main socio-economic drivers, such as main providers of public services, should have gigabit connectivity.

 

Furthermore, the proposed new universal service regime in the European Electronic Communications Code focuses on ensuring that all citizens have access to affordable broadband and voice communications. The universal broadband access must be sufficient for supporting a minimum set of services; one of these services is "eGovernment service use". While focusing on the affordability of available connectivity, Member States can include also the provision of connection as a universal service, if such connection cannot be ensured under normal commercial circumstances or through other public policy tools.
