TurkStat collects and processes a large set of data on education expenditures:

3.4. Data validation

MoNE:

MoNE collects and processes data in sequence of;

 School and Institution Directorates,  District Directorates,  Provincial Organisations and General Directorates of MoNE. Then data coming from these sources are edited by  General Directorate of Information Technology Department of MoNE. At last the data is classified by Presidency of Strategy Development.

  

Education Expenditure (Finance) (TurkStat):

Data coming from different sources are edited by checking the variables’ attributes such as data format, length, and type or nomenclature codes. Large differences between the current period of time and historical data are detected and searched from the data source. Data, used in the education expenditure statistics, are mostly validated in the original source but the internal consistency of the data is also checked in the context of the education expenditures. All processes are done by using Excel, R Studio and SAS.

4.2. Quality management - assessment

Several quality improvements have been achieved as compared to the previous years:

- Data on entrants and graduates in open education for ISCED levels 2 and 3 which could not be reported before are included as from the UOE 2014 data collection.

- Age distribıtion of students in open education for ISCED levels 2 and 3 and age distribution of classroom teachers in ISCED levels 0-2 which could not be provided in the previuos years are included in the relevant questionnaires as from the UOE 2014 data collection. 

- Age distribution of classroom teachers in ISCED level 3 which could not be provided in the previuos years are included in the relevant questionnaires in the UOE 2015 data collection.

- There have been significant improvements regarding education expenditure data in UOE 2016 data collection.

     * Administrative registers were started to be used in the calculations of private education institutions.

     * Number of students was calculated according to financial year instead of academic year as of 2012.

     * With regard to the allocation of expenditures by educational levels (international education classification - ISCED), the assumptions were reviewed and the distributions were revised.

     * All items were reviewed within the frame of household side and the list of items on expenditures for educational purposes was revised.

     * Transfer payments of governments to households, previously covered in government and household expenditures, were reported separately and consolidated total education expenditures were calculated accordingly.

- Number of mobile new entrants and graduates by age which could not be provided in UOE 2014 data collection is submitted within UOE 2015 data collection.
