The Pactes Locaux invite you to exchange ideas and develop relationships between all those who are interested in building and extending solidarity at territorial level. The aim is to construct on a horizontal rather than vertical basis, reaching beyond 2010 to develop forms of governance that will allow social cohesion to become the economic means of building a new future for Europe.
