
A twelve-week public consultation was launched on eInvoicing on 18 March and is available in all 24 EU languages. This public consultation aims to gather feedback from stakeholders across the digital, business and public administration ecosystems on several topics, among which the harmonisation of transmission methods. For organisations involved in digital data exchange and interoperability services, particularly those working with eDelivery, this consultation represents an important opportunity to contribute and help shape the future of e-Invoicing infrastructure in the EU.

We encourage eDelivery stakeholders to provide feedback on how to ensure more consistent transmission mechanisms for electronic invoices across the EU. The consultation will only focus on how invoices are exchanged between businesses and administrations; this should be taken into account when sharing feedback.
As the European Commission evaluates options for harmonising eInvoice transmission across the EU, infrastructures that already support secure and interoperable message exchange are likely to be highly relevant. Networks built on eDelivery specifications could provide a scalable foundation for future eInvoicing exchanges, in business-to-government scenarios and beyond.
For stakeholders in the eDelivery ecosystems – from software vendors, service providers, system integrators, public administrations and others – the upcoming consultation offers you an opportunity to contribute with practical insights. We invite everyone to share their experiences on interoperability challenges, technical standards, trust mechanisms and cross-border service delivery.
We recall that this consultation is part of the European Commission’s review of Directive 2014/55/EU on eInvoicing in public procurement, the EU framework for business-to-government (B2G) electronic invoicing. This initiative is also closely linked to the EU’s broader digitalisation agenda, in particular VAT in the Digital Age (ViDA) directive, which introduces Digital Reporting Requirements (DRR) and foresees mandatory structured eInvoicing based on the eInvoicing standard for intra-Community B2B transactions by July 2030. Prior to the current consultation, a call for evidence on the revision of the Directive already took place last December.
