Access the Once-Only Evidence Explorer to make use of the Once-Only Technical System!

On 8 March 2024, the European Commission launched the Once-Only Technical System Evidence Explorer – a tool that provides Competent Authorities with key insights into the evidence and procedures currently mapped between the 27 Member States.

The Once-Only Technical System enables the exchange of evidence across borders. Evidence can be different kinds of proof a public authority requires, such as a proof of residency registration or a diploma. This evidence is necessary to complete administrative procedures. As mandated in the Single Digital Gateway Regulation, the Once-Only Technical System covers 21 specific cross-border procedures – ranging from the submission of an income tax declaration to registering a motor vehicle and claiming pension benefits.

EU Member States are currently defining which procedures require the exchange of evidence across intra-EU borders and which evidences they require to complete them. Now, the Evidence Explorer is here to show the state of play of this mapping exercise.

The Evidence Explorer is built around three strands of information:

  • Procedures: Which of the 21 procedures are currently covered in the system, and by which Member States?
  • Procedural requirements: What information does evidence need to contain so that it is suitable for a procedure in another Member State? How many Member States have already mapped evidence to this requirement, and which evidence did they choose?
  • Evidence types and the authorities providing them: What evidence have Member States mapped in the system? Who is the authority that provides this evidence in a given Member State, and what other evidence does this authority provide?

The Evidence Explorer currently provides the most benefit to national Competent Authorities who either request or provide the evidence needed for people to complete administrative procedures. The Evidence Explorer allows them to see the procedural requirements that other Member States have defined, to assess whether there are procedural requirements that match the evidence they issue, and to understand whether the format in which they issue or provide evidence matches the formats of other Member States. In addition to this detailed information, the Evidence Explorer provides an accessible, high-level overview of these indicators.
