Synergies discussed during OOTS-EUDI Contact Group meeting, September 2023

On 27 September 2023, members of the ‘OOTS & EUDI Wallet Synergies and Interoperability Contact Group’ met to continue discussions on synergies between the Once-Only Technical System (OOTS) and the European Digital Identity Wallet (EUDI).
The Once-Only Technical System and the EUDI Wallet will both greatly facilitate the interactions between citizens and businesses with EU public administrations.
The EUDI Wallet is part of the ongoing revision of the eIDAS Regulation ((EU)910/2014). It will enable citizens and businesses to store identity data, credentials linked to their identity, and to provide them to relying parties on request, or to use them for online and offline authentication to digital services. According to information published in the first report on the state of the Digital Decade: “the European Digital Identity Wallet, its full deployment is under way: it is expected to be completed by 2030 and complemented by the Digital Euro, proposed in June 2023.”
The Once-Only Technical System is a technical framework for automating the discovery and sharing of the data required from citizens and businesses when carrying out cross-border administrative procedures such as changing address or registering a vehicle etc., as mandated by the Single Digital Gateway Regulation ((EU) 2018/1724).
This Contact Group includes experts from the eIDAS expert group and experts on the digitisation of administrative procedures from the Single Digital Gateway Expert Group, responsible for overseeing the implementation of the Once-Only Technical System.
This Contact Group has been exploring synergies between the OOTS and the EUDI Wallet since October last year, meaning where one system reuses the components or capabilities of the other system, either in part or in whole. A record of such synergies is being compiled in an interim report, due for publication towards the end of 2023.
The OOTS-EUDI Contact Group met following the 49th Single Digital Gateway coordination meeting in Brussels, itself discussing the ongoing development of the Once-Only Technical System.
