    On 16 May 2025, the European Commission organised a webinar looking at how EU projects can build a sovereign and secure digital future. The Directorate-General for Digital Services (DIGIT) organised this webinar for people working in EU Institutions, Bodies or Agencies (EUIBAs) interested in delivering large-scale cross-border digital projects.

    The webinar followed the recent inaugural Digital Commission Awards. The ‘Once-Only Technical System’ was among the winning projects, selected for ‘Team demonstrating the most multidisciplinary approach for digital-ready policymaking’.

    The Once-Only Technical System (OOTS) is essential to simplifying the Single Market as it creates a seamless cross-border experience for citizens and businesses by removing the burden of manually searching for, identifying, and submitting official data to complete administrative procedures. Instead of searching for their data and navigating several complex websites to get it, or needing to install (yet) another app, individuals and businesses can simply give their explicit request for the secure exchange of data between public authorities via an existing public service website in question (no new website or app required).

    The webinar ‘Building a sovereign and secure digital future – How DIGIT can help you become a digital innovator’ looked at how teams from the European Commission have implemented the Once-Only project multidisciplinary approach for digital-ready policymaking. The event looked at several strategic aspects of project delivery in the case of Once-Only:

    • Community-driven – Large-scale implementations thrive on a strong sense of community that fuels momentum, fosters collaboration, and drives lasting impact.
    • Division of labour – How clearly defined expert sub-groups backed by a strong governance framework are essential to ensure project success.
    • Operational Governance – How establishing well-defined operational frameworks to maintain clear separation of duties and accountability between the Commission and the Member States.
    • Testing before investing – How events like Projectathons and Accelerators play a critical role in building a successful community of implementers.
    • Cloudification – How Kubernetes can be used for rock-solid multi-cloud provider deployments and other technologies for bulletproof deployment sync. This battle-tested cloud technologies deliver a standardised, repeatable framework that eliminates deployment drift, enforces consistency, and bakes in security from the ground up.
    • Reusable building blocks – How reusable building blocks accelerate go-live timelines and reduce risks by leveraging proven, pre-existing solutions.
