Pilot projects DC4EU is one of the four initial Large Scale Pilot Projects that tested prototype EU Digital Identity Wallets in several use cases in real-life settings across Europe. Their work began in 2023 and ended in 2025. Co-funded by European Commission grants, DC4EU focused on the education and social security use cases.

Enabling digital credentials for education and professional qualifications across the EU
DC4EU created a secure, interoperable digital credential system integrated with European digital Identity Wallets. They tested the digital issuance of educational diplomas use case and the recognition of professional qualifications use case. The work enables seamless cross-border recognition,
enhanced student mobility, and simplified qualification verification in line with the EU’s 2030 Digital Education Action Plan. DC4EU tested the framework’s scalability and real-world effectiveness.
Demo videos illustrate the issuance and verification of credentials using demo wallets: To ensure cooperation and build trust across countries, DC4EU established a robust ecosystem governance framework. This framework guarantees that all partners follow common guidelines, enabling trusted collaboration within the EUDI Wallet ecosystem. DC4EU designed the onboarding processes that enable individuals to access and use their national EUDI Wallet. This work ensures legal and technical alignment with EU regulations and provides the necessary groundwork for digital credentials to function across borders. DC4EU worked on an open source architecture and interoperability lab to support the integration, testing, and development of secure, standards-based components within the European Digital Identity Wallets ecosystem. Open source architecture developed and tested by DC4EU. It serves as a foundation for further discussions. It helps stakeholders ensure system compatibility and supports the expansion of the wallet ecosystem. DC4EU has developed a sustainability business strategy that outlines potential business and revenue models and estimates the scope of the future EUDI ecosystem — including the number of users expected to store and share PIDs and attestations. To promote their piloting work and EU Digital Identity Wallets more broadly, various commutation efforts were carried out by DC4EU, including creating a website, and social media communication. Social Security
Digital issuance and verification of EU social security documents
DC4EU developed a secure, decentralised digital framework to issue, revoke, and verify social security entitlement documents. They tested the Portable Document A1 use case and the European Health Insurance Card use case using EUDI Wallets.
They tested this system with real and simulated data to evaluate its effectiveness and interoperability in real-world conditions.
