The European Digital Identity Framework seeks to give citizens and businesses a trusted and secure means of digital identification that works across all Member States via the means of EU Digital Identity Wallets.

The European Commission recently published five Implementing Acts for public consultation. These acts detail the requirements for the core functionalities, certification and the trust ecosystem of EU Digital Identity Wallets. This consultation is your opportunity to contribute to a project that will greatly enhance the digital transformation of the Union.

What are the five Implementing Acts?

The five Implementing Acts recently published for consultation address a specific aspect of the Framework, and detail how EU Digital Identity Wallets will work:

  • Integrity and Core Functionalities
    • Provides the necessary provisions to ensure that Member States set-up of European Digital Identity Wallets that are interoperable and successfully enable their adoption.
  • Protocols and Interfaces to be supported
    • Covers the proper implementation of protocols and interfaces, which are crucial for the effective operation of European Digital Identity Wallets. Common protocols and interfaces enable data sharing between wallet units and relying parties.
  • Personal identification data and electronic attestations of attributes
    • Ensures the smooth lifecycle management of both personal identification data and electronic attestations of attributes, covering issuance, verification, revocation and suspension.
  • Trust Framework
    • The implementing act establishes an electronic notification system for Member States that is run by the Commission.
  • Certification:
    • Established the requirements for certification of the conformity of European Digital Identity Wallets, detailing requirements for national certification schemes.

  4. Ensure that you submit your feedback by 9 September.
