New batch of Implementing Acts published for feedback

Your voice has a crucial role to play in the development of the European Digital Identity Framework, which provides the legal and technical basis for the creation of EU Digital Identity Wallets.

A total of 3 new Implementing Acts, all relating to the trust framework of the EUDI Wallet ecosystem, were published for public consultation on 23 June 2025.

By reviewing and giving feedback on the new Implementing Acts, you can help guide and shape the future of the European Digital Identity Framework, and ensure that EU Digital Identity Wallets meet the needs of everyone in Europe.

What are the new Implementing Acts awaiting your input?

Trusted lists (amendment to implementing act)

  • To ensure the validation of the qualified status of the trust service provider and of the trust service they provide, this amending decision lays down technical specifications and formats relating to trusted lists. This includes a reference to a new version of the standard referenced in Commission Implementing Decision (EU) 2015/1505 as well as the specifications on the format of signatures or seals to be used by Member States to sign or seal their national trusted lists.

Accreditation of conformity assessment bodies

  • This implementing act sets out rules to support the harmonised accreditation of conformity assessment bodies responsible for assessing the compliance of qualified trust service providers and the qualified trust services they provide with the applicable requirements. These include rules on the conformity assessment report, and on the conformity assessment schemes to carry out the conformity assessment along with the provision of the conformity assessment report.

Risk management procedures for non-qualified trust service providers

  • This implementing act lays down requirements for non-qualified trust service providers. The requirements relate to the management of legal, business, operational and other direct or indirect risks to the provision of non-qualified trust services.

  2. Download and review the Implementing Acts that interest you.
  3. Submit your feedback using the online form provided.
  4. Ensure that you submit your feedback by July 18.
