Domibus 5.0.1 released

We are happy to announce that Domibus 5.0.1 was released. Domibus is the sample implementation of an eDelivery Access Point maintained by the European Commission.

Domibus 5.0.1 includes a number of new features, improvements, and bug fixes, among which:

  • Allow ActiveMQ configuration to define multiple ActiveMQ broker entries for networks of brokers or brokers in a Master-Slave setup
  • Improve performance for default message deletion via Domibus
  • Filter out TEST messages from eArchived messages
  • Updated two eArchive properties default values: domibus.earchive.export.empty set to false and domibus.earchive.batch.retry.timeout set to 0
  • Updated http timeouts for MSH communication
  • Fixed Domibus 5.0 database migration scripts
  • Fixed the properties issue for ext/messages/acknowledgments/delivered API
  • Added possibility to throw a specific exception while receiving a message in the plugin
  • Fixed the disabling of a domain added at runtime
  • Analysed and fixed OWASP reported security vulnerabilities 

Domibus 5.0.1 is backward compatible with 5.0. The upgrade is not mandatory, but it is highly recommended.

The eDelivery Building Block | Domibus

eDelivery is a building block that provides technical specifications and standards, installable software and ancillary services to allow projects to create a network of nodes for secure digital data exchange.

Domibus is the sample software provided by the European Commission to implement an eDelivery AS4 Access Point for the interoperable, secure and reliable exchange of data. It is based on the eDelivery AS4 profile, an open technical specification for the secure, web-based, payload-agnostic exchange of data or documents.

SML 4.2 RC1 released

SML 4.2 RC1 released

We are happy to announce that the first release candidate of SML 4.2 is now available. BDMSL is the sample implementation of an eDelivery Service Metadata Locator (SML) maintained by the European Commission.

We invite all users to install SML 4.2 RC1 in their test environments at their earliest convenience and to report any issues they encounter during the upgrade process or during operations to EC-EDELIVERY-SUPPORT@ec.europa.eu. As the final release of SML 4.2 is scheduled for 14/10/2022, any major issues to be addressed should be reported by 30/09/2022 at the latest.

SML 4.2 RC1 includes a number of new features, improvements, and bug fixes, among which:

  • X.509 certificate policy validation: the SML can now restrict the valid certificates also based on the certificate policy ID.
  • A new report for detecting SMP instances with expired certificates: the SML can automatically detect and, through a new report, warn administrators about SMP instances with outdated certificates. The report can assist with maintaining only the active records in the BDMSL.
  • A new web service for checking if a participant identifier is already registered by the SMP: the web service is useful especially for the SMPs with distributed deployment (microservices) which contain many participant identifiers.
  • Support for the creation of the participant identifiers without scheme.
  • Support for configuring the regular expression that splits the "URN identifiers" into the scheme and id parts. This new option introduces the possibility to use custom URN identifier schemes.
  • Support for quick start-up using Spring Boot: this option is intended only for demonstration and testing purposes.
  • Support for limiting the maximum number of participants that can be registered per domain and per SMP instance: when a business domain or SMP exceeds the allowed quota of participant identifiers, the addition of new participants is blocked.
  • Various security enhancements.

SML 4.2 RC1 is backward compatible with 4.1.x.

The eDelivery Building Block | SML

eDelivery is a building block that provides technical specifications and standards, installable software and ancillary services to allow projects to create a network of nodes for secure digital data exchange.

SML is the sample software provided by the European Commission to implement an eDelivery Service Metadata Locator (SML) for an eDelivery party to discover the URLs of other counterparties using eDelivery Access Points and their corresponding metadata. It is based on the eDelivery BDXL profile, an open technical specification for locating Access Points within a network, and on the PEPPOL SML Specification, a technical specification defining a BDXL administration API.

Once-Only Technical System: the first EU-wide cross-sectorial and cross-domain dataspace!


The Commission welcomes the swift political agreement reached at Member States’ level on the adoption of the Once-Only Technical System (OOTS) Implementing Regulation. As of the end of 2023, the OOTS, the first EU-wide cross-sectorial and cross-domain data space, will streamline cross-border online procedures by allowing citizens and businesses to supply the same data to public authorities only once.

Thierry Breton, Commissioner responsible for the Internal Market, said: “This is a much-awaited step for an effective Single Market without digital barriers. With the Once-Only Technical System, we are now better equipped than ever to improve the life of European citizens and companies and increase the Single Market's effectiveness by significantly reducing red tape.”

Today, an increasing number of Europeans need to complete procedures online in another Member State. For example, citizens make the necessary arrangements before moving to another Member State (changing address, registering a car, requesting a birth certificate, etc.), and companies offer services and hire employees in countries across the EU.

Because of a lack of interoperability and digital barriers between Member States, citizens and businesses still face significant difficulties in cross-border situations. Thanks to the OOTS, eGov websites and Authentic Sources of information from public authorities across the EU will be able to automatically exchange official documents and data at citizens’ and businesses’ request.

The adoption of the OOTS Implementing Regulation marks a key milestone moving towards a cross-domain and cross-border dataspace. The OOTS will be a reusable template for other dataspaces that require data to flow securely within the EU. In fact, this system will become a keystone in creating a common European dataspace, simplifying the life of citizens and business, contributing to a more efficient Single Market.

Background:

  • In line with the commitments of the 2030 Digital Compass, the Commission aims to overcome digital barriers by pursuing a human-centric, sustainable vision for the digital society, creating a best-in-class European digital environment. At the heart of this vision lies the Once-Only Technical System, the first EU-wide dataspace;

  • The OOTS operates within the Single Digital Gateway Regulation framework, a multifaceted European initiative that strives to create a cross-border digital infrastructure. In this context, the OOTS pursues simplifying online cross-border procedures across Europe alongside other initiatives, such as the YourEurope portal. Whereas this portal provides valuable information about online public services available in each Member State and associated administrative procedures, the OOTS will connect public authorities across the EU, so they can exchange official documents and data at the citizens’ request. In other words, it will make interoperability possible across EU’s authentic data sources in a citizen-centric way.
