The Commission has today published the latest update of the Digital Competences Framework (DigComp 2.2).

DigComp and its updated version DigComp 2.2. can continue playing a central role in achieving our ambitious EU objectives with regard to the digital upskilling of the whole population – 80% of the population to have basic digital skills by 2030, which is also taken up by the European Pillar of Social Rights Action Plan.

The update takes account of emerging technologies such as Artificial Intelligence, the Internet of Things and datafication or new phenomena such as the new teleworking conditions that have led to new and increased digital competence requirements on the part of the citizen.

There is also an increasing need to address the green and sustainability aspects of interacting with digital technologies. The present update, therefore takes account of the knowledge skills and attitudes needed by citizens in the face of these developments. 

Recent events also show that citizens need to be able to fact-check online content and its sources (information literacy), and they need competences when interacting with AI systems, to enable them to avail of new opportunities offered by technologies, while dealing with the risks stemming from recent developments in social media and digital technologies.

The DigComp 2.2 update will help to keep DigComp relevant for learning, working and participating in society, as well as for EU policy-making.

Background

For more than a decade, the Digital Competence Framework for Citizens (DigComp) has provided a common understanding, across the EU and beyond, of what digital competence is, and therefore provided a basis for framing digital skills policy, curricula development and assessment of digital skills, both in the education sphere and for the labour market. There is already a high awareness of DigComp as the EU-wide framework for developing and measuring digital competences.

With this update, our aim is to keep DigComp relevant for learning, working and participating in society. It will also help to strengthen the role of DigCom for EU policy-making and the European Digital Strategy, including initiatives such as:

• the Skills Agenda
• the Digital Education Action Plan
• the Digital decade and compass
• the European Pillar of Social Rights and its action plan
