Young people in the EU experience higher rates of unemployment than the average population. The Youth Guarantee, established by a Council Recommendation in 2013, aims to ensure that all young people receive a good quality offer of employment, continued education, an apprenticeship or a traineeship within four months of becoming unemployed or leaving education. PES have a central role in the implementation of the Youth Guarantee in almost all EU countries and they provide services that support young people in their transition between education and the labour market. PES play an increasing role in the outreach and activation of young people who are not in education, employment or training (NEETs). Some PES work with designated youth workers to carry out outreach to this group and encourage them to participate in PES services. Other PES use mobile services, one-stop-shops and other approaches.
