European Commission reinforces cooperation with Uruguay on interoperability

The European Commission's Directorate-General for Informatics (DIGIT) has started closer cooperation with Uruguay's Agency for Electronic Government and Information and Knowledge Society (AGESIC). DIGIT and AGESIC agreed to cooperate in IT, open platforms, standards and methods where these concern interoperability solutions and common frameworks for public administrations.

The Administrative Arrangement establishing the cooperation has been signed through an exchange of letters and came into effect on 26 March 2018. The signatories were DIGIT's Director-General Gertrud Ingestad and AGESIC's Executive Director José Clastornik.

The aim of the cooperation is to boost the development of bilateral ties between the European Commission and Uruguay in the field of interoperability in eGovernment solutions; DIGIT and AGESIC will exchange best practices and reusable interoperability solutions for public administrations in Europe, Latin America and the Caribbean.  

The cooperation concerns:

  • planning for a knowledge-sharing programme for public administration interoperability solutions, including federating reusable solutions across open collaboration platforms such as Joinup;
  • providing a knowledge-sharing mechanism for professionals to allow them to collaborate and share knowledge in their field of expertise.

In practice, the cooperation will have a form of visits of delegations and exchanges of experts, cross-participation in workshops, seminars and similar activities, as well as exchange of experiences, best practices, standards, frameworks, data models and tools.

DIGIT is responsible for the implementation of the ISA² Programme of the European Commission running from 2016 to 2020ISA² supports the development of digital solutions that enable public administrations, businesses and citizens in Europe to benefit from interoperable cross-border and cross-sector public services.

AGESIC is a governmental agency responsible for eGovernment in Uruguay. The agency leads the development of digital government and the society of information and knowledge. The country ranks first in Latin America according to the United Nations e-Government Index.
