At the Accession conference, EU foreign ministers agreed to launch formal negotiations on Chapters 8 (Competition), 23 (Judiciary and Fundamental Rights) and 31 (Foreign, Security and Defence Policy) and to provisionally close a further two chapters with the country, bringing the number of provisionally closed Chapters to 20 of the 33 policy-related chapters of its accession talks.
