Over 60 representatives from the EQAVET Network and neighbouring countries came together, online, to explore quality assurance of micro-credentials in vocational education and training on 8 – 9 November 2022. The Peer Learning Activity was virtually hosted by Ireland.

Short courses with low volumes of learning, such as micro-credentials, have increased in recent years as workers and learners need to up-skill and re-skill in line with labour market needs.

A Council Recommendation was adopted on 16 June 2022 regarding a European approach to micro-credentials, which includes common definitions, EU standards and principles. During the Peer Learning Activity (PLA), participants heard more about the key features of the Recommendation.

The PLA focused on the Irish example of using micro-credentials within the further education and training sector. Irish participants outlined the key features of micro-credentials and how they are applied in the Skills to Advance micro-qualification pilot project.

The project has provided an enhanced training offer for enterprises and employees in aquafarming, robotics, green and digital skills.

Cedefop presented the interim findings of their project on micro-credentials for VET and the labour market.

The project has been mapping micro-credentials in European labour market related education, training and learning; exploring micro-credentials and evolving qualification systems; and examining micro-credentials and the added value for end users.

Participants also heard about approaches to micro-credentials in three Member States in Sweden, Estonia and Spain. Sweden shared the status of a pilot project that is looking at what needs to be in place for recognition, quality and standardisation and other aspects of micro-credentials. Estonia explained that the Estonian Adult Education Act will be amended in 2023 to provide a definition of micro-qualifications, state the volume of study and principles of provision and quality assurance mechanisms.

Lastly, Spain updated participants on a new law that was introduced in Spain in March 2022. The new law defines a single VET system, integrating initial and continuing vocational education and training and it includes micro-credentials, which can be accumulated. Quality assurance is in line with the EQAVET indicators.
